I tend to use these rules just as general guidelines. So a single note of mine may be a single sentence or 500+ words, whatever I feel is required to convey the full idea. If you want to later expound on smaller sub-ideas, you can break it up or link out to other notes.

I've also been a big fan of in his LYT framework which introduced me to MOCs (Maps of Content). These are flexible higher-order notes that you can use to reference, list, and/or arrange your other notes.

If single notes are like lego pieces, then the MOC is like a lego structure or full-blown lego kit. These are also highly flexible and can be used in whatever way benefits you. MOCs can contain references to other MOCs - allowing you to slowly build up structure as necessary.
