Very interesting story! has an interesting framing which relates—that these prompts are a mechanism to stimulate the Baader–Meinhof effect.
Speculation: Is the Baader-Meinhof effect produced by the recall of experiences that would formerly have been forgotten because they had no anchor in the concept network? Frequency bias may be too weak a characterization, since it doesn't explain the dynamics of noticing.

Your point about the dynamics of noticing is very interesting. I realize I don’t know what “noticing” is! I’m having trouble finding serious attempts at mechanistic explanation of these effects. One relevant theory in this book chapter:
