This reminds me of snowdrift.coop which tries to solve the problem of funding public goods. Each dollar contributed unlocks more money from other contributors. wiki.snowdrift.coop/about/mechanism

It seems to me that a challenge with these kind of approaches is the funding mechanism is itself a public good. Any challenges with philanthropy just get shifted from the project onto the mechanism.
