never figured out a solution for this. I want a program that highlights and makes notes that A) don’t cover the pdf B) are associated with a specific spot on the page and keyboard shortcuts so i don’t have to click on a graphical menu every time i switch tools. plz help

I haven't found a tool which does this well. Each seems to fail in its own unique way at this basic task. You can do it in Preview, but it's mouse-y and the data is poorly surfaced. Hoping macOS LiquidText ends up polished enough to use for this.
