- There's a 1944 report on Interregiona Highways that's also key--but I only have dead link

Related but not exactly what you asked…
I enjoyed “Where the Old Roads Go:Southwest” by George Cantor. It’s half pre-Interstate history of National Highways and half travel guide.
It’s excellent source material for offbeat road trips.

• Divided Highways cornellpress.cornell.edu/book/?GCOI=801 is the best retrospective I can suggest.
• Toll Roads and Free Roads worldcat.org/oclc/843253235 was the extensive report on what they thought they were going to do
• The Yellow Book archive.org/details/yellow was the concrete plan
