When somebody is described as a "systems thinker", what does that mean?

I think I use that term to describe a person who thinks in terms of networks of causes holistically, rather than of effects or epiphenomena locally. To draw on "Thinking in Systems," one example is to consider feedback loops rather than "positions+velocities" of a system.
