A jobs guarantee is a well-intended but terrible idea. Leads to armies of dystopian laborers forced to do makework to survive amid a growing mass of bureaucrats. Studies have shown an inability to transition into private employment afterwards. Need specific goals to achieve.

A "jobs guarantee" also requires a bureaucracy to create, track, staff, and monitor these make-work jobs. And this bureaucracy has to be run in a fair, non-discriminatory way, probably by big government. Simple cash dividends are easier and less corruptible.

Yeah, not good, busy work is soul destroying. I refused to give it to my crew. I sent them home if they were done and paid them till the end of the shift. It was my responsibility to keep them in work not theirs.

We already have a form of this with Congress ordering more tanks to be built, even though the military has said they don’t need them. But Congress keeps doing it because it keeps people employed.
