Not confused and not full of shit. The admin had control over the EPA and it was horribly managed with a lack of oversight. Joe can’t say they did all they could... Read the official report here

The EPA doesn't have the power to just take over, as those of us in the Flint area recall. In fact, workers at the EPA like Miguel Del Toro were how we discovered the state was lying about the quality of the water.

There were emergency managers in place at the time when Rick Snyder was in office for 8 miserable years. After the flint crisis came to light he stayed low profile, he screwed up and he knew it.
