Was thinking the exact same thing when I read that. You know your government is a complete failure in face of catastrophe when people are donating vast amounts of money to pay for social services during a crisis.
Or like us here in the States resorting to crowd-funding our fucking medical procedures. 
I'm with you on that. But leadership requires wholesale replacement and in this case, an act of voluntarism is the next best thing.
Yeah. Nuts. That reminds me, back in 2013, I was offered a $120k starting salary plus family re-location fees to move to the US. I refused the job because of the nature of US healthcare culture.
