This sort of thing is seen all over the country; many are closed down mental hospitals. We had a facility on one of the islands in Boston Harbor & they did allow it to be used for the homeless. Unfortunately, the bridge leading in/out was condemned & they had to close up.
I just visited a residential living facility for my sister. The property is 162 acres, so I was incredibly angry to see vacant buildings there. This is a state-run facility. Pretty devastating to the opioid recovery patients there, too. Bridge just okayed to be rebuilt but will take some time.

My local VA in Michigan has several unused buildings on its campus that they want to tear down. I had the same thoughts.
