Can’t speak for “usually” - but, iirc, Garland’s Mayor was invited to, and attended, the White House Ceremony in May 2016 where Garland Police Officer Stevens (among others) was awarded the Medal of Valor by President Obama.
Do mayors usually get invited to medal-giving ceremonies in instances such as this? If not, no need to politicize this.
