Dems can stop all the madness. But that’s the point. They want it to keep going to use as a political pawn.
Actually, it was the GOP who controlled both the house and senate for two years when they had full control over this, but decided to give tax breaks for the 1% instead... remember?

Most of that 2 year period, the # of family crossings was under 10K/month. The current surge began around August 2018 (first month over 10K, Oct 2018 first month over 20K), so not a ton of time for Congress to act before power changed hands. Now it's 80K/month.
