I don’t really see why this involves cutting regulations (that part is entirely unnecessary IMO), but this is a carbon tax and that sounds good to me.

The carbon tax is the bribe my dude. The thing they’re paying for is the regulation cuts. Why would they pay the bribe if they don’t get anything out of it?
