I think since he has dark skin he’s afraid of being mistaken for immigrant and get shot at. ;)
It's a plate carrier. Officers typically don't wear them, but they can be thrown on over their regular armor to provide additional protection. They are rarely worn solo. Whether BP gave one to Jones or not, it is still cosplay without the plates.

That article is about an attack "related to a threatening narco-banner displayed on Tuesday night near a <Mexican> baseball field" accusing a Mexican officer of working for a drug cartel. Nothing to do with the border or CBP.
