That's how LEOs train now. There is no need for "reform" to teach officers this. Amazing the "knowledge" from those who have never been in law enforcement.
It doesn't take "knowledge" to recognize a problem and address it. Nor is it "propagating war". Here is an incredibly in-depth and nonpartisan study on police shootings.
