A better health system is certainly needed, but I'm not convinced you can't do both that and SRL. However, if scrapping a big transport project, I'd aim at NELink - which is substantially over budget and will lock-in car dependency (including negative health impacts).

"It is likely to cost at least $110 million in lost fare revenue over four years" - I reckon a better policy would be targeting that money at upgrading PT, including all-night services all week, and especially infrequent buses around hospital precincts.

As for this, the simple fact is that services per person fell, so it's no surprise that while PT patronage went up, but mode share didn't. For PT to work, it needs to run when and where people need it. With growth in suburban housing and jobs, increasingly this is not the case.
However, this growth was achieved over a decade where the population of Greater Melbourne boomed by 26 per cent. This means that, when measured on a per capita basis, fewer people were using public transport at the end of the decade than they were at the start, before the pandemic hit.
