"Austin Energy is working with the Building Owners & Managers Association and the Downtown Austin Alliance in asking their members to curtail non-essential power use." IMO the building owners should have disabled power consumption to exterior lights, etc, without being "asked".

I wonder as well how much control is available in these building. Can power even be shutoff to exterior lights? If rolling blackouts are part of the plan, then large building should support power consumption measures as well ideally.
