Before Franklin D. Roosevelt the US presidency didn't have term limits, it was just tradition you retired after 2 terms. He _didn't_, he got into office during the great depression and died in office during WW2, he served nearly 4 terms (16 years as president).
After his presidency the US constitution was amended so the 2 term limit became law no tradition. He was extremely popular primarily because of his keyesian public works policies (and suppression of socialists) during the height of the great depression.
