Yes. I used to just call the Belastinglijn speaking English and apologizing for not speaking Dutch. It was never a problem.

I have called them on behalf of my coworkers whose Dutch is not brilliant. Also not ever a problem. The Dutch government is remarkably flexible in this way generally. Other regulatory agencies as well.

IIRC, there are some laws that disallowed them to use English, even if they could because of potential mistranslations while speaking as a govt representative. Of course, this was a few years ago and I never had to test it so YMMV.

There are certain official communications (written) which are sent in Dutch -- decisions about various things which can be appealed. This may be what you are remembering.
