Instead common sense and a good community sense where everyone feels welcome helps more against abusive people than any CoC.
Also, a CoC isn't even a piece of law. It's a guideline, to be judged and interpreted by the people applying it.

Maybe we do not understand each other. I am opposed to CoC which are like 1-3 pages, not opposed to simple devises like

The problems arise when people try to formulate some type of contract defining in detail what they consider good and bad.

Because then people start interpreting and fighting over their interpretations and demanding to interpret the document literally.

And I guess that's exactly the point the op made. Good intentions, but bound to fail when done that way. Use respect and decency instead.
