We've taught people they can get away with rape in our social circles, because it will not be sanctioned. How can that be even remotely a good thing?

As far as I know, rape is criminally prosecuted in almost all countries on this planet. I don't know who you are referring to. Who tells people that it is ok?

There's a ton of reasons why people choose not to go the prosecution route. Also, you're saying "this is not a responsibility of the community, it's a responsibility of the law", with which I disagree. Extrapolating from a "rock star" story to society is a mistake. I'm saying that it is everyones own responsibility, not the resp. of any community, gov. or law. This is the same thinking as "there is a god who protects me". You will get into trouble thinking this way.

It is also the responsibility of the victim to let the action follow a reaction. If it does not happen (i.e. talk to police, talk to friend, talk to mom) there is nothing anyone can do.

Ohh, juicy! They should talk to a friend! How about giving them tools to actually do something against abusers? Like, say, a CoC, so perpetrators can feel consequences of their actions?

Tools like ... law and police? We have that. No need for private juries based on opinions of privately financed NGOs. There is way too much risk here. This could easily lead to injustice.
