What I often do with work like this is create a special version of the artwork for photography that runs at low brightness, or just turn the brightness way down if it has an adjustment. Then you can use a slower shutter speed without the image blowing out.
These LED signs of Olia's actually have exactly the same problem because they're way too bright but have a slow rolling refresh, making them difficult to photograph. I made much dimmer versions of Olia's videos for when I'm doing photography.
