Strictly speaking we are not neutral because we are an EU member (political union). And we have ratified EUs 42.7.

Both NATO Article 5 and EU 42.7 have political loopholes. But the basic language is strictly compelling.

Sweden participated in the Gulf war, the Libya intervention, still in Afghanistan etc. Surely can commit.

Yes, being able to act internationally was a strong reason for dropping conscription for a professional force.

And we have never had constitutional obstacles for deploying troops like the Swiss have.
