The "clowns" in charge of the EU are the national governments who in turn are appointed by the national parliaments.

The commission etc are civil servants. Few countries, if any, elect heads of national agencies etc.

The council and the parliament propose amendments and decide on the laws. Not perfect but not a huge flaw either.
