Supply should exceed demand before imposing such arrest order.
Otherwise if the LGU and the national government is unable to provide the vaccines, then they should be arrested.

We can't deny the fact that currently, taking a covid vaccine is the best way to return to normalcy. Vaccine hesitancy causes delay in achieving that goal. For example, in our LGU alone, I see a lot of elderly people who have declined to get vaccinated despite its availability.
