How do we balance that need with the more immediate imperative to mobilize our people and ensure they stay in long lines, etc (assuming that complacency hurt us in 2016 and could again)?

It is absolutely congruent. What mobilizes is social proof (we are turning out in record numbers, x group is voting like never before) and not threat and fear. Tons of data - survey and field - that telling people that their kind of person is doing x makes them wanna do x.
