The notion that government takes funds from "deserving, hard working" people (read: white) and hands out to "welfare queens" "illegals" "people expecting handouts" (read: Black, brown, POC) worked on many whites.
Add to this experiences of violence - rhetorical, conceptual, and physical - from "government" (police, crim justice system, red-lining, voter suppression) and POC have little reason to like or trust it either.
Also, if you are already deeply distrustful of government, hearing someone say they have 1,000 different government "plans for that" for all aspects of their life isn't comforting; it's actually terrifying.
Super interesting completely testable hypothesis. OTOH - fear of overreach real, suggests lots of plans sounds scary. OTOH - claims of pie in sky promises that won’t come true & govt as disorganized also real, so promise of plans might be helpful. Anti govt takes many forms

The racial cues provide the emotional hooks for some, but cons have argued this so hard for so long that it works without them too. A common response I've seen from rich white lefties to government spending is not just opposition, but outright, visceral disgust. :(
