This. Also - people vote on lots of things at same time. Challenging hurdle in GOTV is cynicism: valid feeling that everything is awful so why bother. Oh gosh yes. Give me a good local legislator who has a clear view of community improvement, or a bad guy who wants to cut the minimum wage, for example, and I can get scores to the polls.
