Isn’t there evidence that it served to suppress voting desire in groups that favor Dems? That is a form of “persuasion” as useful as the more typical kind.

The evidence is pretty small AFAIK. Basically, they were running targeted negative ads on Facebook, and also through other media. Those have small-but-measurable impact, in general. Isolating the impact of the Facebook ads is very hard, and overclaiming is rampant.
