Yes, Penny - if you read the article, it clearly states Rochester, NY. Our city has famously coopted the #ROC hashtag because it's our airport code.

I just went back and checked a THIRD time. I finally found where it mentions Rochester NY. On an additional link I missed in the article that is linked from the article you linked, referencing a year old survey. That's in no way "clearly stated." Check yourself.
