By this reading the bill is purely about technical matters and has nothing to do with our values as a country. The truth is that this bill is about far more than law enforcement. It is about fundamental principles of liberal democracy and the rule of law in our country. 2/

In a liberal democracy there will always be tensions between liberal principles and the needs of security. Both must be balanced but we should always approach the weakening of the rule of law – which this bill represents, unamended – with a healthy dose of scepticism. 4/

It is part of a pattern in Government behaviour of late and we are right to question it. One Member defending CHIS said we need not worry because we have a "system of law". It is precisely because we have that system of law that we must take care before we undermine it. ENDS/
