Parents who refused to have child vaccinated must be held accountable if child infected. For costs, damages; perhaps child abuse? Effect on others? Include those who were complicit and spread false information.

Most distressing is the risk people unvaccinated by (parent's) choice can be to people physically unable to be vaccinated or yet to complete the vaccine schedule. So young children, children with, or undergoing treatment for, severe diseases that necessarily delays vaccination.
