      That's... troubling. People in shelters aren't "confined." They are free to come and go. Many continue to work. They live in an exceptionally high risk environment for contagion with very little control of shared space. They aren't even getting the testing the Mayor ordered.

      Dr. Nesbitt further explained why congregate-setting cases like homeless shelters aren't counted in community spread: DC gov has "the ability to work with those facilities and put in place infection control practices to confine those cases"

      Except that you can't "confine those cases" when the people are not and shouldn't be confined AND when DC is 1) still not testing asymptomatic exposed people in shelters and 2) dealing with communal spaces with hundreds of people in one place.

          DC could "confine these cases" if they amped up testing AND offered non-congregate placements to people who are homeless. So, either do that, or stop basing public health decisions on a hypothetical.
