D.C. is not ready for Phase 1 re-open, based on public health metrics. So Mayor Bowser is extending stay-at-home order from May 15 to June 8. "Based on data, I can revise this order at any time," she says.pic.twitter.com/pxVDN7MhUx

So it sounds like DC isn't using a tests per capita metric when deciding to enter Phase 1. Officials are looking at testing capacity for 4 key groups. Right now, DC has the ability to test all 4 groups, but not everyone in those groups are getting tested.pic.twitter.com/rBkiX488De
