The u-shaped recovery assumes some businesses reopen by summer and we manage to reopen in a way that we aren't hit again, phase 4 of federal aid isn't included, and 20 % of 40 % of struggling restaurants permanently close. Mayor submits budget 5/12. Council vote in late June.
Will social services get cut? What about tax increases? Mayor Bowser isn't ready to get into specifics. "We have everything on the table. We can’t make up this deficit with tax increases."
