The 2nd round of the NEAR Act's detailed stop and frisk data is out ahead of MPD oversight hearing. 72 % of ppl stopped during reporting period were black, while 14 % were white, per report. Meanwhile, 46 % of DC's population is black while 37% is white. Does data demonstrate bias? MPD argues more data & analysis is needed. MPD partnered w/ The Lab @ DC to measure bias.
When I asked Scott Michelman with the ACLU about the racial disparity the first time stop & frisk data was released, he agreed more analysis is needed.
