I think that there is probably a component of whether Democrats think it helps them politically not just exhaustion. And they hope they will win in Nov so less motivated to do oversight now. I don't subscribe to Daily Beast though so I didn't read the original article.

It also produces no political gains for Dems - Mueller investigation / impeachment as examples. Current Republicans are much more likely to get motivated by discord and cultural wars, Dems more likely to get motivated by policy - 2018 midterms as an example.
