It's a reference to Eminem's song of the same name, referring to overzealous or obsessed fandom; in the song, Stan becomes increasingly obsessed and then commits suicide in the end. 1/

I don't think it's a good idea to put that into popular use; for those who don't actually mean they would behave like Stan in the song, it's just poor word choice. 2/
