If by "successful" you mean being unable to detect trivial modifications, unnecessarily increasing the attack surface and introducing exploitable vulnerabilities, then yes I agree with you.

Whether an arbitrary program is a virus or not is undecidable too. That doesn't prevent us from having a very successful anti-virus industry that tries to do just that.
