I've heard good things about derbycon but haven't been there yet myself (cc who probably knows quite a few good ones)
is wonderful. So is . is very solid, too. (Most Security BSides are community-organized & operating on relatively tight budgets.)

P.S. Check out local meetups wherever you are in the world or when traveling. 's hackermaps.org is a nice geographic reference point, and a lot of these regional meetups are some solid lobbycon-esque interactions.

Well, is obviously the best, even if 1/3 of the founders arew a weirdo. CCC in US may mean or Chaos Computer Camp depending on who you ask. My top cons in US are (which may be dead 😒) & others.
