Human historical behavior has to change based on random cryptographic events for this to be true, right? Question: are miners spending block reward windfalls (arriving randomly in time) on time sensitive expenditures with large historical importance?

Yes for details of resonant stories! (Like the minutia of The Dread Pirate Robert's misadventures.) But I bet the funding decisions of (eg) are way higher impact AND more decoupled from any details. Probably "philosophy" matters more than "cash flow crises"?
