you don't happen to have TLS 1.3-only enabled or so, or run palemoon on windows 7?

Unsure if this is different from "TLS1.3-only" but seems similar enough
I don't have any windows platforms anymore but could run palemoon on linux if that's something you'd want to see

Yes, and I think embarrassingly enough the problem was on my end this whole time. Some shitty content filter that had been set and forgotten about.

eh, it was objectively missing TLS1.3 so I would've had to upgrade one way or another
