arguably including anything outside immediate fluctuating consciousness -- anything you can remember after thinking about it for a while, fixed ethical codes you refer to, rules, etc

I don't know where I got the colloquial usage from (originator seems to be en.wikipedia.org/wiki/The_Exten), but even if "tool user" is a fixed trait, what those tools are can totally change

right but even though the individual bird can build a nest out of arbitrary materials but the architecture of the nest does not fundementally change, the behavior described is genetically determined
