"Ballung" in this context translates pretty clearly to "cluster" so I'm confused why cartwright would resort to a loanword; however "There is no one correct way to formalize concepts." is spot on in this metaphor, automated clustering famously also has no single correct way
it's probably one of those loanwords where you have a totally fine translation but your own language's word is already overloaded
