Jira seems perfectly reasonable in a world that makes those assumptions. It is good at doing those things. 5/6

The problem is that none of those things align much with Agile. Jira's a great tool for building code in non-Agile ways, though, and managing in non-Agile ways as well. If you're working in that way, use it by all means. 6/6

JIRA is just a tool. Like any tool it can and will be misused. I wonder if the problems are more related to the size at which you “need” a tool, which is related to the culture that comes with size?

No. It is not “just a tool.” It’s usually forced on you by mgmt, and it amplifies ways of working that are highly dysfunctional. Why not use a vastly better tool if you have a choice? If you don’t have a choice, that problem is way larger than bad tools.

Not very surprising when the authors of Scrum say stuff like this: “The Product Backlog lists all features, functions, requirements, enhancements, and fixes that constitute the changes to be made to the product in future releases.”

That in combination with the prevailing mental model of software production (instead of dev) and ta-Daa, we have an infinitely long list off stuff to produce. Go BDUF!
