Even if they introduced a free photo ID card it’s not the point. Vulnerable people will still be disadvantaged because of paper trails that are required to get ID in the first place. Even free ID disenfranchises people.
-
And the voter ID trials were terribly publicised so people didn’t know they needed ID. Free photo cards aren’t likely to be better communicated by impoverished councils.

Also requires renewal periodically. Time, effort and potentially cost that will put off potential voters. I wonder why the Conservative and Unionist Party would support such a policy?

Although even more pertinently: both are optional. You only get them if you want to drive or travel abroad. If they want to go down a route where we need ID to vote then provide everyone with a free national ID card.

We've been through that debate haven't we?

We do have the example of NI though. (Still in the UK and has voter id reqs) In cttee review after first elections after 2002 act came into force, electoral comission recommended extension to GB. Its a balance between inclusivity and accuracy.

And compulsory voter registration, as well, don't forget that part...
