    This is brutally honest analysis driven by an immediate need to protect civilians. BUT, it only: - Empowers ’s “kneel or starve” strategy (i.e. legitimizes war crimes) - Weakens NGOs & future aid access - Sends civilians to face same fate elsewhere Is that humanitarian?
