2. The database expanded 70% under De Blasio – at a rate of 342 new people per month.pic.twitter.com/vhvsmhfHIU
3. In total, there are 42,334 New Yorkers in the database + 2,706 "inactive" members.
4.The NYPD never answered my questions, so we don't really know why they keep a list of "inactive" members. We also don't know what criteria police use to add people to the list, or how the database is used, shared, purged, or corrected.
5. We do know that these databases are over-inclusive and filled with errors. CalGang, a database widely used in California, listed 42 infants under the age of 1 as active gang members.https://www.buzzfeed.com/salvadorhernandez/database-of-gang-members-included-42-babies?utm_term=.rhPPn8JDb#.lngNMrX26 …
6. A lot of people have a lot of questions about this database. @LegalAidNYC @NAACP_LDF @theCCR @babe_howell and others have filed public records requests with the NYPD to learn more. For the most part, the NYPD has failed to comply with these requests.
7. If you are curious whether you are on the gang database, you can file your own request. Here’s some help, courtesy of @LegalAidNYC https://legalaidfoil.backspace.com/
8. The little information the NYPD did disclose raises even more questions. Here, we published two NYPD presentations about gangs.https://www.documentcloud.org/documents/4499937-NYPD-Gang-Presentations.html#document/p1 …
9. One slide suggests that the NYPD’s very definition of gangs is broad, vague, and disconnected from evidence of criminal activity.pic.twitter.com/qgf2b8vAtT
10. The definition of New York’s “crews” is even broader. It can basically apply to pretty much any group of friends.pic.twitter.com/MnG3dDsplZ
11. Some of the “warning signs” of gang affiliation, according to the NYPD, might be familiar to you if you have ever met a teenager. They include “staying out late” and “changes in behavior,” as well as social media and video games.pic.twitter.com/13IDreNKJJ
12. Not to mention, there is almost no color you can wear that police won’t associate to gangs. Hot pink anyone?pic.twitter.com/jxwHZcOhoq
13. The NYPD is fully aware of the impact of criminalizing youth. Why would you want to incarcerate these kids, if you know these are the consequences?pic.twitter.com/YqmzrmNxiX
14. Gang databases are deeply problematic. As my colleague @MaryamSaleh @theintercept has reported before, they have been used by ICE to target immigrants even in so-called “sanctuary cities.”https://theintercept.com/2018/01/28/chicago-gangs-immigration-ice/ …
15. And I have written about the devastating impact of labeling a kid a “gang member,” based on a Lady Gaga t-shirt or what hallway you happen to walk through while at schoolhttps://theintercept.com/2018/02/11/ice-schools-immigrant-students-ms-13-long-island/ …
16. As y’all remember, Trump has called alleged gang members “animals.” But if there’s any silver-lining to his hateful rhetoric, is that people are starting to call BS on the gang label.
17. The problem is that while Trump calls people animals, there are real policies in place that dehumanize those same people. Even in “progressive” cities like New York. Here, the NYPD gang database is only one aspect of a crackdown on gangs that was underway long before Trump.
18. It was an effort led by prosecutors like Cy Vance and Preet Bharara, and with Bill de Blasio in office. Not exactly your MAGA types, but maybe not so progressive after all.
19. More on that later. But let’s take a look at some numbers first. This is gang crime in New York city.pic.twitter.com/Jo1RAmMvih
21. Taking a break, but I’ll be back soon with some thoughts about mass gang raids and conspiracy prosecutions — or “precision policing” as city officials call it.
