Twitter appears to use an eventual consistency model, which would explain a lot of the wonkiness even without anything going "wrong".

Wouldn’t be at all surprised given their scale. Fair to guess it’s a highly distributed system with load fluctuating round the world (due time zones etc). Throw in the occasional incidents that are inevitable (most small scale that we never hear about)...

Hacker news is pretty open about having shadow banning. You can even turn on an option to see comments by shadow banned users.

I’ve set up similar things on old php forums, though we called it “hellbanning”. Sometimes it’s useful for dealing with trolls who would cause a huge stink if banned, but are too dim to realize nobody is replying to them because nobody else can see them. They just lose interest.

See also the phantom unfollow bug(not talked about much anymore), which people long claimed was left unfixed so everyone would have plausible deniability if an awkward conversation started up.
