are the rate limits per user or per api key? if the former that would almost be reasonable

I was wondering if, in the case there's multiple users for the api key, Twitter would punish you for hitting the api so much

app auth is a separate thing that applies to a subset of api requests that don't need a user context, but if you're acting for a user you're acting as that user
